Hi Matthew, although I haven't formed a solid opinion on this subject... I have a few things to point out.
This angel is not the only one to speak as God in scripture. The prophets (who were men) did as well. There's a lot of speech in the first person when you read the prophets, and the explanation for this is that they were speaking by the Spirit of God. This however, did not make the prophets God.
How are we sure that is not the case here? We can't put a cap on God's power to say He would only use that method with men. When men speak God's word, it comes with tremendous power. Imagine when a being that isn't held back by flesh and is created to be a servant to God is commissioned to do the same. We can expect a result exactly like what Moses experienced. That at some point, the angel is lost in the encounter and only God who is speaking through him can be seen and felt.
